ETC Lanka was part of the ETC International Group (ETC), which had its Head Office in Leusden, The Netherlands and other offices in the UK, East Africa, India, Peru and Sri Lanka. We are an innovative organization specialized in and committed to providing a broad spectrum of high quality services,to local and International clients through tailor-made expert training, follow-up, and process consultancy using participatory and state of the art methods.
We use the “people” approach to consultancy, rather than the “Expert approach” as we prefer to work withyou and not justfor you. In this way, we enable the client and stakeholders to learn from the assignment and ensure that the research, study or training belongs to the client and the stakeholders.
Based in the Netherlands, ETC International (ETC), a not-for-profit organisation, was working worldwide to strengthen resilience in support of people-centred development in rural and urban settings. ETC focused its expertise and efforts in the areas of food and nutrition security, agro-ecology and energy access. In all areas ETC enhanced gender equality, innovative capacity and entrepreneurial capacity. ETC advised governments, civil society organisations, bilateral and multilateral development agencies and engaged the private sector to facilitate change that are truly gender sensitive, inclusive and benefiting the poor. ETC worked together with hundreds of partner organisations in all continents and hosted a number of prominent national and global programmes and network organisations.
ETC International (ETC) based in the Netherlands started work in Sri Lanka in 1985 as the well-known Technical Assistance Team (TAT) later known as the Program Support Group (PSG), on behalf of the Dutch Government and NORAD.
ETC Incorporated as a not-for-profit but market-oriented Sri Lanka Limited Company, under Companies act No.17 of 1982, Registration No. N(PVS) 18889 to provide short and medium term consultancy services, as well as long term project implementation
ETC Lanka (Private) Limited was re-registered under the companies Act No.7 of 2007, under the current registration No. PV 6054 continuing to provide short and medium term consultancy services and also long term project implementation, follow up and evaluation support
Initially ETC Lanka's focus was on Project Cycle services such as monitoring and evaluation (M&E) of programmes and organizations, reviews, impact assessments, formulations and development of monitoring systems. ETC Lanka continues to provide these services, in particular M&E and reviewscovering a wide range of content areas.
Since then we have built a reputation for ourselves as a reliable, committed and highly professional consultancy firm, working with a diversified clientele consisting of private sector, government and non-government organizations. Up to now, over 300 assignments and projects have been completed by us.

The Promotion of Multifunctional Household Environments Project (PMHE), implemented in collaboration with the Mahaweli Authority of Sri Lanka, in Mahaweli System ‘C’, facilitating the sustainable development of Mahaweli farmer families using participatory approaches, was one of the long term projects of ETC Lanka. The World Bank Sponsored PRA based Participatory Village Development planning pilot project (Village Self-Help Livelihood Improvement- VSHLI) that was designed and implemented by the PMHE project in 1999 was used as the basis for designing and implementing the Gemidiriya Project of the Sri Lankan Government, supported by the worldbank.
